AFBF: Final FMMO Decision Not a Home Run

According to the American Farm Bureau, the USDA has approved a final decision on Federal Milk Marketing Orders, with all 11 orders supported by dairy farmers and cooperatives. This milestone reflects years of advocacy by the AFBF and others for reforms to the system.

AFBF President Zippy Duvall praised changes such as a return to the “higher of” Class I milk formula, improved cheese price discovery, and updated milk composition factors. However, he criticized increases in make allowances, calling them detrimental to farmers. Make allowances, which account for processing costs, are currently based on voluntary surveys, and AFBF has called for a mandatory, audited survey to ensure fairness.

Duvall emphasized that the reforms’ benefits will vary nationwide and could be undermined by the flawed survey process. AFBF’s analysis shows inaccurate make allowances may lead to lower milk prices for farmers, contrary to the system’s purpose.

With the decision finalized, AFBF urges Congress to legislate a more accurate survey process to restore fairness. Duvall reaffirmed AFBF’s commitment to advocating for dairy farmers after months of hearings and direct engagement with USDA officials.
