USDA Targets Cotton Exports With New Trade Incentives
For California cotton growers, what happens in overseas markets can be just as important as what happens in the field. Now, USDA is working on a new incentive aimed at encouraging foreign buyers to purchase more American cotton.
As part of its Great American Cotton Plan, Agriculture Secretary Brooke Rollins announced plans for a trade mechanism involving Bangladesh, Indonesia, Cambodia, and Malaysia. The proposal would link preferential tariff treatment on certain apparel imports to purchases of U.S. cotton and textile products.
The initiative is expected to launch in 2027, although it's not yet clear how much additional demand it could generate for American cotton, including California's Pima crop.
USDA also announced more flexibility for cotton growers to combine certain crop insurance endorsements beginning with the 2027 crop year. Whether those changes will offer much practical benefit to California growers remains to be seen.
There are still details to come on both fronts. USDA says additional crop insurance information will be provided to insurance agents and providers by November 30.
