U.S. Secretary of Agriculture Brooke Rollins unveiled a $1 billion strategy on February 26, 2025, aimed at curbing highly pathogenic avian influenza (HPAI), protecting the poultry industry, and lowering egg prices. According to a USDA news release, he plan complements efforts to indemnify growers for depopulated flocks and features a five-pronged approach: $500 million to enhance biosecurity, $400 million for financial relief to farmers, and $100 million for vaccine research, reduced regulatory burdens, and temporary import-export options.

Key measures include expanding Wildlife Biosecurity Assessments and providing free audits for HPAI-affected farms, with 20 epidemiologists deployed to advise on reducing wild bird transmission. The strategy also simplifies repopulation processes and regulatory requirements in collaboration with the FDA while addressing regional price disparities and integrating international best practices. This multi-faceted approach not only reinforces biosecurity but also promotes innovation in disease management and market stabilization. Secretary Rollins stressed that action will offer relief for farmers and affordable food for American families.
