Ensuring Heat Safety for Outdoor Employees
News out of the Sunshine State today dealing with a topic that has been a discussion across many states: how to ensure safety for outside employees in high heat scenarios. Democratic Representatives Anna Eskamani and Mike Gottlieb have introduced Florida House Bill 35 in an effort to safeguard those outdoor workers from heat-related illnesses.The proposed legislation mandates that employers in industries such as agriculture, construction, and landscaping provide specific protections for employees working outdoors. Key provisions include:
• Access to Hydration: Employers must supply cool or cold, clean drinking water.
• Scheduled Cool-Down Breaks: Employees are entitled to a 10-minute recovery period every two hours during high-heat conditions.
• Provision of Shade: When the outdoor heat index reaches or exceeds 80 degrees Fahrenheit, employers must maintain shaded areas near work sites to accommodate all employees during recovery periods.
• Heat Illness Training: Annual training on heat illness prevention.
The bill has been referred to the House Industries and Professional Activities Subcommittee for further consideration. If enacted, these regulations would take effect on October 1.
