Here is a hypothetical which is no doubt true. You are a farmer and you have land that has been in your family for a long time. On that land, there are undoubtedly irrigation ditches, possibly a pond or two, maybe some low spots where either rain or irrigation water have pooled. It turns out, that in an EPA and Army Corps of Engineers proposal, those minuscule bodies of water would be treated in the same way as a river or navigable waterway. That's right! Sara Schafer, Farm Journal Media Business and Crops Editor reported that In March, the Environmental Protection Agency and the Army Corp of Engineers released a proposed expansion of their federal authority over "waters of the United States." The goal of the proposed rule is to clarify and target the Clean Water Act to the benefit of agriculture. Wait! Let me get this straight. I have a dry ditch on my property that sometimes fills with water and now I have to go through the EPA?
