Simpson in a Washington water war of words. We've talked a lot about Congressman Simpson battling the EPA over who controls Idaho’s water. He also said just because the EPA and Army Corps doesn’t regulate it in their current role doesn’t mean it isn’t regulated. The states regulate it.
