 Are the weather changes in Idaho a result of global warming or some looming event somewhere in the world?

I recently called Ron Abramovich  USDA  NRCS  Snow Survey?Water Supply Specialist, Boise, Idaho and asked If something strange was going on, are the worlds weather patterns changing, knowing that for the last several springs we have had inordinate amounts of rain, snow, and cold. Ron’s response was comforting, sort of. “What we do look at is a Pacific decatal  oscillation and there is some speculation that it may have switched after 2007, and so for the summers of 2008, 2009, 2010 and this spring, we are looking at cool, wet weather. So this is a cycle that switches every 20 to 30 years. Prior to 1977, it was in a wet phase. So if it did switch, that maybe what we are seeing now in the springtime is the cool, wet weather that used to happen between the period of 1944 and 1977. So it flip-flops every 20 to 30 years is what they say, and it’s a cool spot in some portion of the northern central Pacific Ocean. When this happens it may be providing more of the severe weather that we are experiencing around the world.
