I called NRCS snow survey expert Phil Morrisey the other day and asked for an overall picture of the precipitation outlook for the spring given that we have had a lot of rain in recent weeks, rain because it has been the warmest February that I have ever experienced here in Idaho. "The recent rains, rain and snow, helped out in a lot of areas so that currently, most areas in the state are normal to above normal. That's in snowpack. The upper Snake is doing quite well, up 115% to 120% of average so the Snake water users should be in really good shape this year. Now where the concern areas are is the Panhandle and the Owyhee which is barely 2/3 of normal in terms of snowpack so those areas are not looking very promising. Southern Idaho, like Oakley and Salmon Falls, their snowpack is okay, slightly above average, but the reservoirs are pretty low so that areas kind of marginal. The snow looks decent but the reservoirs are little below average. This will be a touch and go situation.
