Governor Butch Otter quotes Winston Churchill when he talks about an April 17th Water Summit; "This is not the end. It is not even the beginning of the end. But it is, perhaps, the end of the beginning." Churchill was talking about an Allied victory over Germany in North Africa. Otter is talking about Idaho's water conflicts. Otter says the meeting in Burley is the beginning of a continuing process but it won't mean that water issues will be settled in one day. The governor's office says that Otter will be personally involved in selecting the people who will participate in the summit. Look for that list to be made public early next month. The Idaho Dairy Products Commission is seeking nominations for dairymen to represent producers in the IDPC district elections. Those elected serve three-year terms but nominations have to be in by May 4th. Each year the Idaho State Department of Agriculture conducts elections in the three districts representing the state of Idaho. District One runs from the Canadian border to southwest Idaho. District Two is in the Magic Valley while District Three encompasses eastern Idaho.
