Add the next likely Speaker of the House to a group of lawmakers opposing a budget deal that would make cuts to crop insurance. Representative Paul Ryan of Wisconsin opposed the deal reached by Congressional Leaders and the White House. Ryan denounced the deal saying he did not like the way it had been negotiated and promised that "under new management," the "people's business" would be conducted differently. Current Speaker John Boehner is expected to resign Friday.  Boehner announced the deal as part of his promise that his replacement would not have "to walk into a dirty barn full of you-know-what."

The broader budget deal struck this week is welcome news for groups lobbying for more funding for the FDA to implement the Food Safety Modernization Act. The deal would increase non-defense discretionary spending by $25 billion in fiscal year 2016. The bump for the next year comes out to be about a 5 percent increase, according to an analysis by the Alliance for a Stronger FDA.Steven Grossman, deputy director for the Alliance said "With specific regard to FDA appropriations, this is the end-game that we have been hoping for."
