This week, Georgia Agriculture Commissioner Tyler J. Harper announced an active investigation into a multi-state cattle theft scheme. The Georgia Department of Agriculture Law Enforcement is seeking additional victims connected to Garrett Hill, also known as Jared Smith. Hill allegedly posted fake cattle for sale, asking buyers to pay deposits through Cash App or online transfers — but the cattle were never delivered.

Hill was arrested on May 7th, 2025, by the Franklin County Sheriff’s Office. The investigation is a coordinated effort involving Georgia’s Agriculture Law Enforcement, Franklin County’s Criminal Investigations Division, and the Arkansas Department of Agriculture Law Enforcement.

Commissioner Harper urges anyone who may have been scammed by Garrett Hill to come forward immediately. Victims are encouraged to contact the Georgia Department of Agriculture Law Enforcement or the Franklin County Sheriff’s Office for help.

This announcement serves as a reminder to always verify sellers before sending money in cattle transactions. If you’ve experienced suspicious activity, don’t wait — report it today.
