Continually Moving the Goal Post

So first a shout out to our affiliate radio station KJDY in John Day — I stopped by for a visit yesterday while at the Oregon Cattlemen’s Association Mid-Year meeting. I spoke to OCA’s Wolf Committee Chair Todd Nash and he shares more about a wolf depredation from May.
Nash: “We had a recent incident where there was a calf that was killed. It looked to be obviously a wolf kill. There was tracks there, GPS that put it at the scene, there was skat, there was a struggle scene where the cattle had moved around. The calf was actually taking its last breath when the owner found it. We thought it was very easily confirmable. Ends up that they are calling it a probable at best — that is after further review from ODFW from their regional office. But it is ironic because they are the ones that make the original call — and so it is them reviewing themselves. So it is really an unfair situation. We need to have it put out to where we have a review or appeal system that goes out of ODFW.”
Nash shared with the OCA Mid Year attendees during his presentation that for the ranchers involved in the Wolf issue it seems as ODFW sets the expectations and the ranchers move closer to meeting them — that the goal post has been continually moved further way. 
Nash: “The rules one more time have been changed in that it no longer is that the classification for a confirmed kill. They have also added more language to it to make a confirmed that much tougher. We are very frustrated at this point.
