According to the U.S Drought Monitor’s High Plains Summary the entire region

was relatively dry with below-normal temperatures. According to NOAA the Northern Rockies and Plains Climate Region experienced its 4th Coolest October on record.The region had its wettest 12-month (Nov 2018-Oct-2019) period on record.
