Baker: Generally speaking in the state of Washington cattle need to enter with a health certificate and an entry permit number. The female cattle of a minimum age need to be vaccinated against brucellosis. Bulls need to be trich tested, dairy cattle have to be TB tested, but we know not all shipments of animals meet those requirements. Probably one of the worst offenders ( I hate to say this coming from an old horse vet to a horse owner) is that the horse industry pretty bad about moving horses between states without meeting entry requirements. We just had an episode last Fall of a horse positive for Equine Infectious Anemia (EIA) at Emerald Downs and the horses were moved between the track in Oregon and here without a required Coggins test because we have an agreement between and among, Idaho, Oregon, and Washington not to require it. Well, the problem is that it is supposed to apply to horses that have originated from those three states. When you have race horses that have come in from Texas, California, New Mexico etc...and they come up here and run up at one track and then go to the other they really aren't in the same risk category as resident horses, so we have those kinds of things that lead to illegal entry.
