Unless an injunction is able to stop it,  EPA's Waters of the U.S. rule goes into law tomorrow. While one injunction has been denied others are still pending and time is running out before the rule goes into effect. The EPA's waters of the US rule would change farm and ranch operations. This according to the American Farm Bureau's Don Parish. "We are going to wake up and farmers are going to be liable for complying with this rule and the farm bureau is going to do anything it can to make sure our farmers understand what that liability is and that we comply with the law. The second part of the question is, how quickly are we going to see the EPA move to enforce that liability." Parish thinks the EPA will ramp up enforcement of the rule over time, allowing the rule to mature into the authority perceived and the rule could be stopped by the courts before tomorrow brings implementation. "The judge down in the Georgia case gave every indication that she would let people know before this rule takes effect. I would expect her to be true to her word. It's anybody's guess as to the direction she is going to go. Clearly she sees real problems in the government's case." Parish says that farmers need to understand that if they have waters of the US on their property and what are they doing to those features that could lead to a liability.
