How Will the Farm Bill Play Out

How Will Farm Bill Play Out? I’m Greg Martin with today’s Line On Agriculture.

Not everyone was excited about the passage of the farm bill. Many groups have been very vocal about some of the different pieces of the bill like the country of origin labeling or COOL. DTN’s Chris Clayton talks about that aspect.

CLAYTON: They basically went ahead and said let’s let the WTO situation play out. Later this month, actually next week, the WTO panel will have its hearing in Geneva about COOL with Canada and Mexico. It will take a few months for them to begin to write the ruling on it. And then you go and have an appeal. Whoever loses will appeal that process. It’ll be about a year from now where were going to have to figure out whether USDA is going to have to start over and write another rule or avoid some possible tariff implications from Canada or Mexico.

Regardless, Clayton says this is going to take some time.

CLAYTON: It really is going to be a question of if USDA can continually going back and writing these rules until they get a rule that will pass the muster with the WTO. If Canada wins the next round USDA says ok fine, we’ll pull the rule back and start over. And it could take another 6 months to a year after that before they put another promised rule out there for everybody to look at
